A personal is a account that was created thru the adobe.com webpage. This is account is a account that you have full control over. You have to paid for your own license and application you need from Adobe. 
 
 
 
Federated ID (NUL)
 
A Federated ID (NUL) account is a account that is provided by NVCC for the use of Approved Adobe Products. The license is provided by NVCC. You will need to login with this account to access Adobe Products.
